There is definitely a difference in "quality" of list that you mail. If you want to get opt-ins from a safe list, stick to credit based safelists with active memberships. Realistically, the list builders are MUCH more effective because those people get very little email every day. The cost is also a bit more expensive.
I market on safe lists daily and I have generated as many as 30 leads in a day from them. But I do stick to credit based safelists, and premium upgrades in top quality list builders.
