Because they need someplace to put legal disclaimers. That is in case someone decides that they were not being truthful in the ad, they were not being untruthful, it was placed in the fine print which most people do not read. Even if they do read it, it's often written in "Legalese" which is a very complicated and precise language that only lawyers understand. It's why most of us get burnt by legal contracts on a regular basis, we read the fine print and think it means one thing because we read the words. Attorneys read fine print and get a totally different understanding from it because they read not only the words but the punctuation. The difference in the position of a comma can change the entire meaning of what has been written.
