I stumbled on this thing. When members of APS requires opposing each other's contact, it is impossible to communicate (by messager). How can I fix it?

If I'm understanding the question, you are asking how you communicate with someone who is not in your network/contact list. The answer is you cannot. For those you are in your immediate network you can communicate with them using the bulletin feature. For those on your contact list you can send a personal message. However you cannot send messages give testimonials to anyone who is not in your contact list, so the way to correct it is to send a friend/contact request. They then have the option of accepting or declining your request. It is set up this way to prevent people from spamming other members.

In addition to Cheryls answer, If it is someone that has blocked you or not accepted the contact request, then you can do nothing about it.

Thanks .. I understand that, but the situation here is different. I will try to explain. I submitted a request to contact the other member, But he instead accept my request sends me their own counter-request to contact. According to the logic, we should be in contact, but after such action system does not allow to write personal messages

You will just have to wait until the person accepts your request and in the mean time make sure you accept the counter request they sent.
