You will find that most people do not know about the rating system for the blogs. The reason for this is that they are only interested in posting their spamy ads and are not interested in taking an active part in the site. Thus they don't bother to read anything about how the site and its features work, If they can post an ad then that is all they are interested in, even in the sections they are not supposed to post ads. You should also consider that as 99% of what is posted is ads. The rating system should only be used on posts of quality content and no one should be topping any ads. Here in Ask I have seen that some of the questions and answers are being given the thumbs up / thumbs down so it is actually being used more in this area.
