When you created the banner it will have uploaded to you server as a gif of jpg file -it will be listed in your cpanel addresses as your domain/yourbannername.gif/jpg If you type that address into your browser the banner will load.
I presume you are using some sort of HTML editor like Frontpage . Here is what I do to place my banner
I have my page set out in my HTML editor
I type my banner web address into my browser.
The banner display
I right click the banner and choose copy image (or something like that)
I then paste the image directly into my web page editor.
Everything looks ok - but the source code needs to be changed from something like img src temp/......big long gobbleydook numbers and letters to the banner address.
Change that and then upload your webpage via cpanel
If you're using wordpress it's easier - you can do everything directly on your post and then publish
