My account says I have 66 credits, but when I try to use them to promote my Revpage it say I have 0 credits....are there two different credits? Am I missing something?

please select your desired clicks., then it tells you total credits required to create this canpaign,

the only ad you can do is the paid to view web page with 10 clicks at 5 credits per click which makes 50 credits. there is nothing else you can do.
