I started a spot light campaign and the visitors recorded on the site was 41 to start, the campaign ended with visitors recorded at 44. Should it have been 91 visitors recorded?

all a spotlight campaign does is give you 50 unique visitors impressions in the spotlight. It doesn't mean that anyone goes to the site you list, just that it was placed in front of 50 different pairs of eyeballs.
