With the new campaigns structure: Why do we "earn" only 2 credits for viewing a website but have to "pay" 10 credits per action when creating a pay per view campaign?

Because some campaign was created yesterday or before. You can earn at least 4 credits in new campaigns. Old campaigns will be stopped in few days.
