If they have submitted that task result and it is not completed you should decline their submission at that time to release the seat, if it says waiting for completion it should be declined by the system during the next update after 24 hours.

I want to decline them but when it says waiting for completion nothing shows to click to decline them should we be able to decline if they dont complete in a short period of time and we can re open that seat?

If it has been over 24 hours and does not reset, then put in a support ticket by scrolling to the bottom of your homepage and clicking the contact us link
