I would throw a third option into the mix. that is as tactical. We need a mix of all 3 to be able to get the results we need and we all use all 3 even if we do not realize it.
I believe modern marketing on the Internet should be approached as a virtue. If you uphold the values people want to find, you no longer need to market.
I think the best approach is both. This is a complicated business. sometimes it is hard to weed out the good from the bad. It takes skill and knowledge to be successful.
